How to find out the exact time if network access is not constant?

The application uses UTC+0 time, but exact minutes and seconds are needed.
Since access to the network is not constant, the exact time cannot always be determined. If the way is somehow to determine the exact time.

1. You can try to accurately calculate the error and perform the correction.
2. You can use an additional hardware chronometer with greater accuracy (at least develop a separate device connected via USB).

You can try to take the time from the phone's GPS device, if there is such a module.

Try to revise the algorithm of the application in order to avoid the need for time synchronization.
