Why is Universal Analytics Missing Goal Achievements?

Hello!
The site has Yandex.Metrica and Universal Analytics counters installed.
The achievement is set as one of the goals in both systems:
Goal - Page: URL starts with "/index.php?route=checkout/confirm
" not 30-40% of the achievement of the goal.
Please tell me why this is happening and how else to set up the target?
