Why is Unity3D 2014.4.31f1 higher than LTS Release 2018.4.6f1 in terms of release date?

I went to the Unity website, LTS Release Notes. And the 2017 version is higher than 2018.
The problem is that when I go to AssetStore it says

Supported Unity Version 2018.2 or 2018.4 and higher

And it’s not clear if this 2017 version is higher in Release Notes, then whether it will support these assets
