Why is there not enough admin rights to delete the file?

Under Windows 10 Home version (under administrator account), I cannot delete a file on a HDD connected via USB. "You need permission to perform this operation", while I am the administrator and in the properties of the file, set myself as the owner

In the properties of the file (folder), in the security tab, change the owner to yourself.
