Now, when trying to open, for example, the "Programs" folder, in which the icons of all installed programs and utilities are stored (the same one that was accessed in previous Windows through the "Start-All Programs" button), the message "You do not have rights to access to this folder" - and this is on the admin account! And you have to get there in a roundabout way - through the Search.
Some tweakers suggest adding the "Become Owner" item to the context menu of folders, but unfortunately, for W8.1, such a tweaker that you can trust (especially Russified, in order to avoid errors in the application of options) has not yet appeared. May be,
