Forbidden You don't have permission to access / on this server on localhost?

Installed mod_security protection on Apache2.4. When running localhost, it gives an error:
"Forbidden You don't have permission to access / on this server".
I disable Apache and Localhost works again.
I read that you need to change the rights to the folders and set them to all 777, but I don’t know how to do this. There is no host. Tried to connect to localhost via FileZilla. It gives an error: Unable to connect to the server.
What to do, tell me.

Hello,
I ran into a similar problem today. For me, the solution was to properly set up VirtualHost.
