How to make changes to php.ini.default on mac os?

I need to increase the amount of uploaded files, on a local server (apache). To do this, according to Google and articles, you need to add the appropriate lines to the php.ini.default file.
The problem is that the system does not allow me to make changes to this file. You can only create a copy.
The question is - how to be? What are the options/alternatives for solving my problem? you need to import a large memory dump.
