Why is there a delay before starting any program?

Since the beginning of this year, there have been very long delays before the launch of any program.
Even the "Task Manager" called via Ctrl+Shift+Esc takes a painfully long time to open. Process Monitor takes about 5 seconds: winlogon creates the taskmgr.exe process after a five-second pause after it calls the QueryNameInformationFile function for taskmgr.exe.
No programs were installed, the hardware often did not change either.
System: Windows 7 Ultimate 64 (only rare manual updates with full control)
A good SSD drive that is about six months old, performs speed tests without problems, folder transitions are fast and clear.
Antivirus is disabled.
UPD:
The problem is in ESET SS5 - even if it is disabled, there is still a pause. Appeared after one of the fresh updates of this year. When the antivirus is completely removed, the problem goes away. After a fresh installation, there is no problem either, until updates are downloaded. Complete disabling, disabling checking folders, disabling checking when opening a file or starting a program does not solve the problem :(

The problem was in ESET Smart Security 5 antivirus. More precisely, in the update that appeared in early January 2020. After replacing with a newer version, the problem disappeared. Although it is not entirely clear why, because updates, including modules, they should have the same.
