Direct connection from Windows to VPN l2tp with IpSec?

There is VPN (HideMyAss), Mikrotik, Windows 10, white IP
When I try to connect to VPN (L2tp) using standard means, while the computer is not connected directly, but through Mikrotik, then everything works and connects.
If I start connecting directly without Mikrotika, then I get error 809

I tried on other PCs, but with Windows 10 = the same.
I tried to change the AssumeUDPEncapsulationContextOnSendRule keys in the registry , ProhibitIpSec - the result is zero.
Raised on the virtual machine WIndows 10 and Windows 7, the Internet on Vmware - NAT, it connected the first time ...

PS. Through PPTP it is connected both directly and through a router.
