Why is the Windows 10 start button not working?

The start button does not work for the newly created user.
Powershell does not help, re-created the user, the result is the same.
Google advice doesn't help.

does the right click menu work?
did you set the registry to 0?

Try this:
1) Run Powershell as admin
2) Write:

Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}
