Why is the video card not delivering all the power?

Good day to all. Bought gtx 1060 6gb Asus. ASRock A770DE+ motherboard (DDR2 14GB) phenom x6 1055t processor. There is a suspicion that there are problems with firewood. In wot at medium settings it gives out ridiculous fps (up to 70), while warming up to 60 degrees. He changed everything a bunch of times, it seems that it can’t be any other way. But I doubt that the problem is in the card, this is not the first time that there have been problems with a new card in this assembly. What can be done in such a situation?

Guys, I figured it out. Wot at the maximum drags + -100 fps at a maximum temperature of 61 degrees. The solution turned out to be simple, download GeForce Experience from the official site and let it install firewood

You have PCI Express 2.0 on your motherboard, but for video you need 3.0. Therefore, on the max graph, it may well rest on the bus bandwidth.
