Why is the video card and processor not loaded at 100% (while giving out 40-60fps)?

Recently assembled a new system:
rtx 3070
i5 10400
asrock b460 pro4
Kingston HyperX FURY Black RGB [HX426C16FB3A / 16] 16 GB
Deepcool DQ ST 750W

And actually the essence of the problem is that this assembly in asasin (and not only) works very unstable!
the video card loads only 50-65 percent like the processor and at the same time draws only 40-60 frames, and when you reset the settings to the minimum, the video card and processor start to load only 35-40% and the fps almost does not increase (by 5 on average).
In Apex legends and Warzone, there is also an interesting situation here, the video card sometimes works at 99%, and sometimes only at 70 and the fps, respectively, also float in the apex, for example, in the vidyuha menu it loads at 99% (it’s not clear why), but in the game itself the download always floats with all the consequences.
this problem does not occur everywhere, for example, in rdr2 the download is stable, in cyberpunk the download is also dancing (around 75-85%)
Help, I already contacted nvidia support and all they told me was to reinstall the drivers (did not help).

Thank you all for your time, no matter how trite it turned out to be, but after reinstalling Windows, the problem went away and even the heating of the video card decreased by 10 degrees on average, apparently something got very crooked)

Because the game does not know how to utilize the resources of the processor and video card to the maximum.
The processor load that you see in the task manager is the total of several cores, of which there are usually 4-6 pieces even in cheap processors. Games rarely load more than two cores, despite the fact that the same Google Chrome or Firefox is happy to eat all the available free cores and RAM, if you keep dozens of bookmarks open.
And only number crushers (or some kind of miner) can load gpu at 100%, this is a feature of the architecture. Perhaps scenes with complex physics could do this in games, but few people bother with this.

Maybe v-sync is enabled ?, then the fps is cut to the monitor refresh rate
