Why is the password not being changed for the windows server 2019 user?

Hello, help with solving the issue, there are two DC Windows server 2019 servers (domain controller) and a terminal Windows server 2019 to which they connect via RDP and are already working there, the new systems are not yet in combat mode. There is a problem with the terminal if you check the box in the user card to change the password at the entrance, then as soon as the user enters the primary password he was given and enters a new one according to all the rules. And then the eternal cycle begins with changing and entering the primary password, while not letting you into the server. Not with admin rights. NLA disabled access to the server is given, without a checkmark, users enter only the path. On the Internet, it is mainly described about user machines in the domain and not about connecting via RDP and terminal access, the question is in what policy can this be fixed or in which direction to dig?

What's the difference? Policies of users all the same in the domain. That's where you put the checkboxes.
