Why is the OS not booting from a flash drive?

Hello.
I installed windows 10 OS on a flash drive. Try it on my PC, everything started and works.
I decided to try it at my university, but it doesn’t work out. There is also windows 10 ltsb. I (hold shift) reboot the system, select the UEFI tab... there are several boot options, select my flash drive. After, I press the DEL key, the BIOS appears outwardly similar to this: 1508181555291.jpg on the bottom right, I drag my flash drive to the first place and close it, save it. The system, as it were, is loaded from a flash drive (the preloader is spinning), but the "native" OS is loaded again. I tried to download Linux, it loads, but windows 10 does not. Can you please tell me how can I boot my OS in this situation?

@Chvalov

It was similar on ASrock, fast boot was enabled in the UEFI settings, it ignored all flash drives, maybe it
