Why is the network not working?

Good day I have
windows 7 - the network has fallen off
4 packets are leaving and not a single one is accepted
In the livecd system everything works
I sinned on the network - after changing the 0 effect
I reset ip, winsock and advfirewall via netsh
Where else to dig? I really don't want to destroy the system.

and tracert on 8.8.8.8 for example do ?

How did he get the address via dhtsp if there are no received packets. Write the static, show the route print output, try to ping the gateway.
