Look better - do you get a white dynamic address or not?
Often, for gray dynamic addresses, there is a specific gateway as an external ip.
Show ipconfigus your IP inside the router's local network with a command, then show us the DHCP settings that the router received (The router usually has a "Connection Information" column), then trace to Google:
tracert 8.8.8.8
It is very likely that your entire area is given the same address through the provider's NAT , and your external IP is unlikely to change at all.
I am writing as a former engineer at a local ISP. We had 15 exit points (external IP) for gray PPPoE, and local ones were distributed to subscribers, such as 10.0.2.20, etc.

Dynamic IP means that you do not need to prescribe settings, that you will receive all settings from the provider's equipment via DHCP. It's all.

Next. The address lease time is a parameter operated by the provider's DHCP server. It is directly related to the MAC address of your equipment (network card, router) connected to the provider, and the MAC IP address allocated for this. Accordingly, there are two ways to "reset the lease time":
1) Turn off your equipment for a period longer than the current rental time. Unreliable - on DHCP, the match will persist until this IP is given to someone else (which is an unlikely event in the case of wired providers).

Most likely, you have a private address, and the public address of the Provo is used to access the Internet not only for you, but also for a bunch of other clients. If the absence of interference with other clients is really important, you should purchase the service of a dedicated real IP address from the provider. In this case:
"dedicated" - assigned only to you, no one can work from this address at the same time.
"real" - it is also white, an address routable in the Internet.
And yes - this address may well remain dynamic and changeable. In your case, it's almost irrelevant. Except for the case of very vindictive sites that remember IPs of "bots" for weeks and months. Then order a permanent dedicated real IP (permanent - not changing over time).

If you get banned, it’s either you have abnormal activity on your home network (for example, at work I have from 50 to 100 users simultaneously using the Internet on one IP and God forbid who gets captcha once a month) or they don’t give you any white address and you sit with a bunch of neighbors on the network at this address.
The provider gives me exactly a dynamically white address, and in 10 years I've only got a captcha a couple of times.
