What can I do?
If the speed of light cannot be increased, then you can move to Amsterdam, or wherever you have servers (and this is not a joke, this is the best option). Well, change 3G to optics, of course.
Hyperprovider is some kind of fictional term. There are backbone providers , perhaps it was about them.
By the way, in addition to the distance, there may still be delays on the equipment. You can take something like ping plotter and see where the problem is. I don’t even suggest calling a technical specialist at MTS. You will most likely end up in a call center.

I want someone to help me with the solution of ping normalization (according to the approximate DISTANCE / PING dependence, it should vary between 50-80, this problem has been bothering me for several years and I cannot find an answer.
The icmp packet is not very informative when it comes to determining the best path and minimizing the response time. The network is arranged in such a cunning way that icmp, tcp, udp packets from the client to the server can go in different ways with different delay times. Therefore, focusing on ping is of little use. It is mainly for checking the availability of a host.

I see several options for you as a gamer who knows nothing:
- move to another place (if you are an esports player, then to the team's apartment)
- wired connection
- without routers, directly connect the computer
- check for packet loss
- connect to another provider
- turn off vpn /antivirus/proxy/encryption
- check internet connection congestion
- use some kind of radio bridge before a normal connection
- negotiate with the ISP for an exclusive rate for guaranteed latency (quality of service/channel)
- trace the connection and call the problem node, ask them

You can check the delays at the nodes of the route like this:
[Win] + [R] => cmd[Enter] => tracert -d <IP-адрес игрового сервера>[Enter]

It is not at all an option to be based in a village if the Internet infrastructure is critically important to you.
So moving will seem much cheaper compared to the option "personal line with good ping to your hole on you alone"

If you are on 3g, try looking towards the antennas. In the days of the iota, they just didn’t come up with anything (Google colander4G).
In general, it's good to at least switch from 3g to 4g - there the ping is much lower (~ 350 versus ~ 70).
