Why is the maximum size of an int 32-bit on 64-bit Windows?

Good evening.
The question is in the title. Checked through PHP_INT_MAX. It is unlikely that this is a PHP problem, therefore, an OS problem. Why is a 64-bit system not completely 64-bit, although it's Win 8.1 and, as I understand it, it's the same on Win 10?
