It is necessary to disable the password manager (or just a window about saving a new password) in YandexBrowser so that an ordinary user cannot turn it back on.
In Google Chrome, disabled by group policy imitation - through the register added an entry to HKEY_LOCAL_MACHINE/SOFTWARE/Policies/Google/Chrome:
PasswordManagerEnabled - REG_DWORD - 0
Now in Chrome the slider is inactive. Are there any options for Yandex? The engine is also Chromium.
