Why is the HDD disk loaded at 100% in Windows 8?

The problem is observed on laptops with Windows 8.
If the system is fresh, then most often there are no brakes, but not always, and over time, the disk periodically starts to take 100% of the resources, the disk queue in the resource monitor is under 50. And this happens almost always when loading, which could be attributed to autorun programs, but it’s not they that load the most on the monitor, but the System, svchost processes that write, then some temporary files, then to files with the ebd extension, NTFS volume log, System Volume Information, NTFS logs , MFT, prefetch, etc.
In cases other than loading, the system can suddenly start to slow down for no reason, usually the System process is to blame and the disk load in the monitor is 100%. Everyone is actively constantly writing something (most often to the same files as when loading, when brakes are observed), I am already silent about chrome and MSMpEng, which can start actively occupying the disk at any time, slowing down all the work.
The launch of any application is delayed and also loads the system, due to the fact that the disk is immediately loaded at 100%, regardless of what was launched. (only the time when the disk is fully loaded depends on the running program and system processes write a little later).
I have one of the top HP laptops ( http://market.yandex.ru/model.xml?hid=91013&modelid=8492072&clid=502), but it has been noticed, and even more significant and noticeable brakes on other laptops with Win8 - to the point that on a freshly installed OS, when accessing files (for example, when opening a photo), the same system starts writing wildly to disk, and while this is happening - file does not open.
Googling showed that the problem occurs in many, but there is no solution. Microsoft usually denies such issues, saying that users are idiots and do not understand how the Win8 disk subsystem works, or refers to laptop manufacturers.
Has anyone been able to figure this out or solve something like this?
PS I have not reinstalled Win8 yet, but the Win 7 installed next to it works super-fast, faster than the fresh eight. So it's unlikely to be a hardware issue.

I ran into this problem yesterday, but quickly found the reason ...
Maybe it will help someone, I deleted the PerfLogs folder in the root of the system drive.
This entailed a new collection of Prefetch/Superfetch Function data.
As data collection began, my system began to consume 90-100% of the disk.
So, my conclusion:
If you already install Windows 8.1, then only on an empty formatted disk.
The disk will not be loaded, the files will be placed in the right ORDER on the disk and the logs will be collected quickly.
Why reinstallation doesn't help:
If the PerfLogs folder was deleted, the new system detects the old Windows 8/8.1 and requires this folder.
If the folder is missing, the data is collected again by the new system, which causes a load.
Solution: Reinstall the system on a blank disk, or disable Superfetch.

Had the same problem, disabling the Microsoft account, switching to a local one helped.
Killing Superfetch helped me, turn off the service, load 0-10%, turn on immediately 100% and no less. I have an acer aspire v5. I am saving money for ssd, without a solid-state trouble, ssd has always stood and is on the stationary, and after I moved to a laptop, the difference is simply huge.
I have the same nonsense on DELL Inspiron 7720. Pretty powerful machine, but 100% load leveled this dignity. I decided to install an SSD - the benefit of an additional basket allows you to do this without replacing the main hard drive, which, by the way, is only 5400 rpm.
You need to look in the system monitor for the average length of the disk queue, if it periodically goes to the ceiling, then the hard drive performance is not enough for current tasks. Here, for anyone, the replacement of the hard drive with an SSD shines ...

1 put 8.1 on ssd ONLY when the HDD was turned off - so that Windows later did not complain and did not leave any tails on the hdd

A symptom was detected during the failure - a long disk response, up to 10 seconds, and sometimes after a reboot, the disk was no longer visible at all. I tried to plug the disk into another sata port, and suddenly everything works so far. So in my case I sin on the mother's port.

As an option - something with a screw. There were cases when the equipment did not work on a particular hardware and operating system. Those. in any other combinations everything flies, but it is in this one that it doesn’t. Transfer Windows to a flash drive and see how the disk (i.e. flash drive) will be loaded.
Weird. I have a working machine from Toshiba. Deployed software to ops for real-time administration. Bookmarks in the browser sometimes under a hundred. I can still run any game. Win 8.1 is worth it. And everything flies. Maybe I'm doing something wrong?))) The screw is normal. I think the problem may not be in the laptops. and in the controllers that you have. Seek and discover! =) And enough already to generalize that this is done by a specialist so that they switch to ssd and that nothing works on normal screws. =)

I myself have a brand new laptop from HP with pre-installed Win8 and the same problem, especially immediately after starting or waking up from sleep, system processes heavily load the hard drive ((((but after a while everything calms down.

Nobody wants to talk about this publicly, but this is a global problem in Win8 and 8.1. They screwed up something in the kernel, which is why the system does not work stably with HDDs. Officially, they did not recognize this as a problem, but absolutely ALL laptops, and almost all hospitals that passed through my hands (and there are several hundred of them!), Worked on win8 in the same way. Any adequate advice on the Internet that does not harm the rest of the components and the security of the system, either does not solve the problem, or solves it before rebooting, or for a short time (for an hour or two). With further operation of the system, the disk is again loaded at 100% and the brakes begin. I always advised any acquaintance, client, and just on the Internet in such cases to install Win7. Never listen to people like Alexander- these are either people who do not understand anything in hardware and software, or sellers of SSDs. On the same tasks, only under Win7 computers work much more productively than on 8k. SSD - This is a requirement of the 8k itself, and not the tasks that it wants you to solve with it! Same issue on Lenovo laptop. I reset the littered Windows to factory settings and it became Windows 8. The disk is 100% loaded by the System process, everything slows down, it is almost impossible to do anything.
Pay attention to the task manager. At 100% HDD load, the data exchange rate with the disk is only 3 Mb / s. (visible on the "performance" tab) This disk speed explains where the full load comes from.
Partially, the problem was solved by a simple defragmentation (built-in utility). On a clean, freshly installed disk, it ran for about an hour. After the procedure, the disk speed increased to 15 - 25 Mb / s.
The system has become more responsive, but still falls short of a computer with an SSD.
Does anyone know what should be the speed of the hard drive on a laptop? Drive 500 GB 5400 rpm
