Why is the hard drive loaded at 100% when unpacking files and the computer is very stupid?

I use windows 10. Before that it was 8.1 and there was no such nonsense. When unpacking the files, the hard drive is loaded at 100% and the computer freezes. Tell me how to fix it? I am using 7zip. Thank you!
