Why is the file not being deleted?

Hello,
there is a terminal windows server 2008 r2 with a full set of patches and a couple of shared folders
Recently, users have stopped overwriting / deleting files
The user opened a Word in his session, worked and tries to save - no access, delete the file (it is not in the folder, it is not visible to the commander) - you create a file with the same name - "do you want to overwrite the file?" - and again there is no access.
The file is definitely open only by 1 user, everyone has all the rights to the directory.
What kind of mysticism is going on with the files?

had a similar problem, could not delete folders recursively, stupidly "access denied" with all admin rights
loaded from the ubunta disk, there is a life mode and stupidly deleted problematic folders
