Legacy terminal server?

Windows Server 2008 R2 is the easiest to set up among all. However, the service convenience is so-so. Very frequent falls and glitches out of the blue.
1. Keeps users out.
I created an account, added to the group: "Remote Desktop Users". However, the server does not allow him to RDP, giving an error: "This user does not have access rights to this server. If this is not the case, please contact the administrator."
2. The RDP Gateway is not working.
When trying to connect from Windows 10 over the Internet to the RemoteApp application, an error will appear: "The remote desktop gateway certificate has expired or the certificate has been revoked." At the same time, the certificate is valid, I rechecked it several times + iis web pages open normally.
3. "Your browser is too new"
When trying to connect via RDweb to RemoteApp, it gives an error: "Your browser is outdated. Please use Internet Explorer 6.0". When connected from IE7, everything works, but with Firefox or Edge on Chromiun, nothing.
