PC configuration for remote desktops?

Good afternoon
I'm interested in what power the server should be for organizing remote desktops for the number of users of 20-25 people, taking into account the fact that it is running:
Skype
Office 2013
Firefox Mozilla
ESET.
Is it worth it to install Windows Server and on it on a Windows 7 virtual machine or install windows 7 and give remote access to accounts?

Windows Server with the role of "Terminal Server"
i7 SSD memory more - and go!
If there are no strict requirements for failure-free operation, you can also assemble it on DekTop hardware.

Usually for VDI solutions they take 4 virtual machines per 1 physical core and at least 2 GB of RAM per user. It at calculation on Win 7 as VDI.
If the Terminal - then memory and cores can be 20-25% less. But "there is never a lot of extra operatives" :-)
Also, if everything is on the terminal, it is advisable to use policies to limit the use of resources per user / process (So that the Browser of one person does not gobble up all the resources of the entire terminal)
It will not be superfluous to think about secure storage of user data.
Do you have a backup file storage at your disposal? Because if the crack - the data of ALL is not available / lost.
