Why is the fan not spinning?

The HP 650 laptop started showing the System fan 90b error when turned on, the fan tries to spin but cannot
disassemble the laptop cleaned the dust, still the same symptoms
, lubricated it, updated the BIOS, reset the BIOS, still the same - the fan tries to spin up but stops the
laptop works by itself , the system boots

Well, don't sweat it. While the percent is cold - the cooler will not spin.
If the cooler is not working properly, the processor will heat up and the laptop will turn off automatically so that the processor does not overheat.
So turn it on and work quietly. If the laptop turns off - change the cooler.

Thanks to everyone who gave advice, the problem seems to have been solved by dancing with a tambourine
on the ball, I decided to manually poke the fan plug on the connector on the motherboard in the on state (I wanted to try connecting the wires, minus to plus something like that)
disconnected the cooler unhooked the fan by
connecting the keyboard and the power button turned on the laptop, disconnected everything, lifted the motherboard and manually poked the propeller cable into the connector on the motherboard and voila the fan puffed the first time
a couple more times poked it - sometimes it didn’t start sometimes it started
assembled the cooler and the motherboard and turned it on with the button - the fan works
20 times off, on - it works
PS I made a mistake, sometimes the fan stops spinning, everything goes into the try-start cycle as before, several times it was after switching off and on
PS PS what the hell is going on, if you pull out the fan connector and put it back in, it works again in normal mode
It looks like you will have to make a door in the bottom of the laptop to manually restart the fan)
