Why is the domain not delegated?

Itself, like, not the fool, in this subject not the layman, but it causes bewilderment.
Have your own server. Raised ISPManager 5 Buisness(trial) on it. He raises pdns as a master on the local node.
Added another node, where it was automatic, by ISPManager himself, pdns was raised as a slave.
Everything is OK, I add domains on the main node - they are immediately sent to the slave. Everything is cool.
But such a thing. I don’t know if it should be like this, but when requesting records from a completely third-party server with the command:
dig @ip_master domain.tld any
either
dig @ip_slave domain.tld any
That doesn’t give anything, it just falls off by timeout. As if nothing is lifted there or there is no access. But from the slave and master themselves, if these commands are requested, then everything returns normally. Is that how it should be? This is the first.
Second. I bought the "newdomain.ru" domain from reg.ru, specified ns1.newdomain.ru & ns2.newdomain.ru as DNS. And opposite them IP master and slave indicated, respectively. I created this domain on the master, it went to the slave too. The dig command gives everything as in the first question. But the domain itself is not available. He writes to Reg.ru that he is not delegated.
How long will it take to delegate or maybe I missed something?
