Hello. I would really like to formulate my question as clearly and concisely as possible, but the principle of network operation is very far for me.
The point is this: there is wi-fi (at the enterprise), which brought joy and happiness to everyone who used it. But the evil wizard came, and limited the download through the torrent and the games (online) now do not load at all.
I would like to know how and what he could do. I would be grateful if you throw a couple of links in order to more accurately understand the essence of what is happening. Is there any way I can get around this limitation?

installed iptables with deep packet analysis and cut out the torrent protocol - enabling protocol encryption in the torrent client helps.

First of all, what kind of wifi network is password-protected or open? This is visible when you try to connect to it. Further, what kind of access point (AP) distributes it (in the sense of a technical brand)? Write it down and post it here. If the AP is suspended from the ceiling and you can’t touch / look at it, then at least take a picture through the zoom lens. This will help you find out what access to her admin page is (an IP address like 196.168.0.1, or 196.168.10.0, or...).
However, if the "wizard" really worked for you, then he probably blocked access to the admin panel. And rightly so, because as long as you download a torrent (play an online game, watch FHD videos, etc.) through the service access bottleneck, other users of this network have to wait for you to finish. In this case, switch to home torrent access.
Most likely he just blocked the ports for all this stuff.
