Why is the CPU speed displayed incorrectly after enabling Hyper-V?

It all started with the interest to try the Windows Phone emulator, for which Hyper-V had to be enabled. And now, in fact, after I found how to turn it on, after turning it on, there was a problem with incorrect display of the current processor speed. On a stationary PC where AMD is installed (AMD FX6100 3.3 GHz processor), this problem manifested itself immediately after turning on Hyper-V, namely, the processor speed in the Task Manager was always shown as maximum, and in OpenHardwareMonitor it was completely like infinity.

On a laptop with Intel (Intel Core i5-3230m 2.6 GHz processor) everything was fine, for the time being. When today I noticed the same problem on this computer. Only here is another feature, the Task Manager hangs at the maximum speed of the processor, but OpenHardwareMonitor shows everything as usual (that is, as it should be).

If you disable Hyper-V, then everything becomes normal, but then it is not clear how to run an emulator for WP and other software that needs Hyper-V.
What is wrong with Hyper-V/Task Manager on these computers?
