Why is the computer sending out dhcp discover?

OS: windows 7
Static is configured on the network card, there are no other interfaces.
In general, it is interesting, usually DISCOVER comes with srcip 0.0.0.0, and here is its configured static address.
It's not a problem, just more interesting what could trigger this? and why?

If you look closely, you can see that the request contains a different MAC address (Intel). Maybe there are some drivers for a network card that somehow virtualize a physical network card.

The DHCP service is started in Windows, it does this. Dig in this direction and towards virtual interfaces.
