The question is, of course, a trick. Not by standard means. Most likely, special programs are needed. Or the name of the network card itself should contain the maximum speed.
This is what a gigabit network card connected to a 100 megabit port shows.
But when the cable is not connected, the logic changes

You can also look at the LED at the port, one is responsible for the link, the other for data transfer. So if green means up to 100, if orange then up to 1000.

at what speed that standard works and is used. Writes 100Mbps means 802.3u, if 1000Mbps is 802.3ab. If it is not connected to anything, then no standard is used.
