Why is the camera mode not saved in iPhone 11 pro max ios 13.1?

Available: iPhone 11 pro max ios 13.1
Problem:
I start the camera, photo mode, the aspect ratio is set to 4:3, I switch to 16:9, I take a picture, I close the camera.
If you open the camera again in the next few minutes, then the aspect ratio is preserved.
If you enter the camera after 10 minutes, then the aspect ratio is reset back to 4:3.
Is there a bug or is there a setting somewhere? I climbed everything - I did not find it.

Same thing for 12. How to keep the aspect ratio when shooting 16:9, so that the photo is full screen ??

I think I found a solution: Settings -> camera -> saving settings -> enable toggl camera mode
