Why is ssd speed cut?

There is a SanDisk Ultra II SSD
. On the laptop it reveals all its declared potential, on the computer the speed is cut by 2 times.
As I understand it, this is due to the fact that the computer has sata 2, not 3?
In addition to changing the motherboard, can I somehow force the ssd to be completely overclocked?
