Why is shell_exec not running (win, openserver, php ^7.1)?

I run the command under Windows, on openserver
shell_exec('file.exe')

with php 7.0 and below
settings, everything works with php 7.1 and above settings - it doesn't work,

and normal commands are executed without problems, such as
shell_exec('dir > _dir.txt')

what could be the problem? I suspect some settings, although I compared php.ini one to one, I don’t see any differences ...
