Why is my server not visible to players of the same provider?

Greetings to all gentlemen, I opened a game server in Maine, I have a Bigtelecom provider, a friend has the same provider, but the server can only be found if you log in from another provider, the ports are OPEN, everything is checked from another provider, everything works. We have the same local IP with him, the difference is 1 digit.
What could be the problem?

That is the provider.
And on local ip it is connected?
How about just pinging each other?

On a managed switch (or on a router), traffic exchange between ports of the same network is closed.
Call the provider and find out: why?
