Why is Javascript enabled in Tor Browser?
Going to https://yandex.ru/internet/ in a tor browser, I saw that JavaScript is enabled.
I wrote a script in jsfiddle - opened it in a Tor browser. The script works.
But js is inherently unsafe. In conjunction with server languages, you can learn a lot about the user.

You are confusing tor and tor browser or tor bundle or whatever .
Tor itself has nothing to do with js.
upd if we are talking about this tor browser , then they have it in the FAQ.
JS is enabled by default, but rather strict NoScript settings are applied, and other tricks.
