What's the point?
In order to copy something, you must first designate it, highlight it.
As soon as you select this very thing, it will immediately appear on the clipboard.

  • If the text is not selected, then ctrl+C is simply useless.
  • If the text is selected, then it has already been placed on the clipboard, and there is no need for additional gestures.

Use third party consoles. For example, cmder allows you to easily select the desired text with LMB and copy it using Ctrl + C without any dancing. You can run whatever you want in it, even cmd, even PS.
