I also tried to create a connection through third-party programs like virtual router - also, there seems to be a network, but there is no Internet in it. How to be?

Specify the full path to call netsh.
Look at what you have in your PATH variable: set PATH
There should be, among other things, the path to system32, if it is not there, you need to add it.
In general, for prevention, run sfc /scannow with admin rights, maybe it will find and fix something.
