Netsh is not an internal or external command, what should I do?

A problem occurs when trying to create a Wi-Fi network from a laptop on Windows 10 (screenshot). But the netsh file is there, the environment parameters are configured for it, and the set netshpath is correct when requested. But when entering the command - the same problem "netsh is not an internal or external command ..." I
opened the netsh.exe file directly, created the network, but when I tried to connect to it, either there was no Internet, or the devices simply saved the network, and when Clicking "connect" just does nothing. I also tried to create a connection through third-party programs like virtual router - also, there seems to be a network, but there is no Internet in it. Specify the full path to call netsh.
Look at what you have in your PATH variable: set PATH
There should be, among other things, the path to system32, if it is not there, you need to add it.
In general, for prevention, run sfc /scannow with admin rights, maybe it will find and fix something.
