Why is it not customary in Russia to start an IRC channel for open source projects?

Actually a subject.
Specifically, now the question is worrisome due to the fact that support for LiveStreet is needed.

Recently, I have been a contributor to a foreign project and I find IRC very convenient. What does Habr think? What are the alternatives? What alternatives do you provide in your open projects and how do you support your users?

Offhand reasons:
1. An educated Russian person does not like to chat hurriedly - give him the opportunity to slowly think about what to write (accordingly, this is why forums are so popular with us).
2. It's not entirely clear to me why IRC channels are attractive. They, like other chats, are effective only when a bunch of developers and users are online at the same time, which is not easy to achieve in our country with its bunch of time zones. Again, the forums are better here.
3. Maybe we just don't like learning IRC commands?

IMHO, every little project should have an irc channel.

Probably because the developers will have to sit there around the clock and answer questions?
And so, for intra-team communication, Skype is most convenient.

IMHO, every little project should have a maillist, but irc is fine too.
