Why is h264 not rewinding?

Cheer everyone. There is a number of videos from the DVR with the h264 extension, I
try to open it in kmplayer / mpc-hc - there is a video, but the rewind does not work out
how to overcome the problem?
I tried to go through mencoder with idx - after that, LAV splitter swears that it is impossible to read the file at all

A player comes with the registrar.
See them. Also there is usually a converter.
