I set Both incoming and outgoing for Telnet and Telnet TLS/SSL, but the telnet toster.ru 80 command still works:

telnet toster.ru 80

you did not prohibit the telnet command, but the connection to port 23 and from port 23.
and your team connects to port 80, and essno does not fall under the firewall.
Port 23 is telnet, telnet ssl - you need to see what port is used there ...
