I didn't like Bugzilla. Very unusable, looks disgusting.
I liked Jira, I use it in some places, but there is either English or Anglo-Russian. She is paid.

IHMO, Bugzila only for bugs. It is simply not convenient to conduct complex projects in it. But to display a list of bugs is just right.
Redmine is free. Actively developed by the community. has great functionality. (there is even a REST API that allows you to do any kind of automation). There is also a cool Web 2.0 interface.
