How to block information in JIRA or Link-based Confluence?

If this is a JIRA and Confluence connection, we want:

• Confluence page checks if the user's login matches the Assignee field in JIRA (linked ticket)
  
• If they differ, the page is blocked.
  

If this is a JIRA to JIRA relationship, we want:

• There are two types of requests in one project: CV and Vacancy
  
• CV checks its field Watchers and Watchers Jobs
  
• If we decide to add a user to Watchers Jobs, he will be added automatically in the linked CV
  
• If users are different - CV is blocked
