How to properly migrate Jira data?

Good afternoon!

We decided to switch to Jira 7 Data Center. Raised app and db, tested. To launch it in production, it remains only to migrate the data from the old Jira 6.4 to the new cluster one.

Is there a migration order?
And how to transfer an Oracle DB?

I will be glad to any advice.
