Just npx gulp
run gulp from the project. They are installed in the project in order to know for sure that a person who wants to raise your project on his machine will receive the same environment that you had. And if the dependencies are global, then leapfrog will turn out. You might have gulp 4, but someone running your project might have 3.0 and have errors. I hope the idea is clear.
