What framework do you recommend for your personal account?

I have a personal account written somehow in Java Script / CSS + Java (the case when there are no frameworks at all).
These bicycles were written back in 2016.
Now the time has come to create a personal account for the user.
Main functions:
- registration with UZ verification via e-mail confirmation;
- differentiation of rights to roles.

What framework do you recommend and why (I’ll say right away that in addition to JavaScript / CSS, I only wrote Hello World on the rest)?
I would like to see your estimate of the entry time and the complexity of support, etc.
