Why in Ubuntu 13.10. Netbeans 7.4 hotkeys not working on Russian layout?

The problem is that hotkey combinations (ctrl + c, ctrl + z. ctrl + a, etc.) do not work on the Russian layout in the IDE. In English - everything is ok. In other applications (same browser) - ok. What could be the problem?

I suspect that the matter is in netbins - here is a relatively recent bug

This is an Ubuntu 13.10 bug (you can type "ubuntu 13.10 hotkeys" in a search engine and get a sea of links indicating the error), due to which many rolled back to 13.04
