Actually, I can not understand why outsourcing companies are still afloat? What makes customers contact these companies instead of finding a good performer on the freelance exchange?

Because not everyone in the IT world makes websites in one helmet. As soon as the project is large and large-scale (banking, defense industry, insurance, and other narrow software), the freelancer Vasya will simply hang himself, and the company will roll him into concrete for a lousy deadline.
It is impossible to freelance normally with a guarantee and other things to order a complex project.
I am silent about government agencies - in my opinion, they generally cannot work with freelancers.

1. Why do firms exist at all? In any area?
After all, in our time - just whistle on the Internet. A bunch of qualified and responsible performers will immediately come running . They quickly self-organize and deliver a high-quality product. Cheap and on time.
2. Freelance performers are scammers. And silent. Agreed and started working. And disappeared. Well, if you didn’t give an advance payment, or even with an advance payment they disappear. This is the norm. This is bad, but this happens in 80% of cases - if we take the situation of how to do 10% of the work for 10% of the money and refuse to finish it (for the money !!!! for the amount indicated by him !!!!) - the situation is ordinary. People are ready to dump to get an order. But they don't want to fulfill their own promises. Few are able to correctly assess the problem. They merge, realizing that the task is not up to the task.
3. Some works cannot be given to a freelancer on the Internet. There are a lot of such works where there is physical contact with the object - for example, pull out a broken power supply, buy and install a new one.
4. The execution power of a freelancer is low. At the right time, he may be busy with a high probability . Or on vacation.

A large company - maintains its own service, a smaller company - uses a cheaper option - outsourcers. For very small and uncritical - they take abstract freelancers from abstract exchanges.
Well, or in a different way - according to the degree of criticality for business: criticism is its own, even if it is more expensive, the average is for outsourcers, the rest is for anyone.
Well, or according to the folk: Christmas tree garlands or beach slippers - you can buy from a photo on Ali, a radio tape recorder, a bread machine, a toaster - in a more or less decent online store, but a pacemaker - from a couple of manufacturers ...

In the event that a company of an average level and above is interested in the service, then they need full support, the readiness of a permanent support, etc. At the same time, everything should be resolved within an acceptable time frame, which is also quite problematic to arrange with freelancers.
In principle, freelancing is suitable for the tasks of small projects.
