The effect is similar to an overheated video card.
Connect something to the monitor other than the computer. If the effect does not disappear, then this is the matrix controller and only the replacement of the motherboard in the monitor.

Try to reset the monitor settings through the menu.
Or maybe you will find something interesting there in the menu on the topic of colors / rgb.
Connecting d-sub as I understand it?
Was it like this in the beginning or did it work before?

most likely, either the cable is broken or the socket on the monitor is loose (the soldering has fallen off) or it’s already a completely idiotic assumption - the contact in the VGA connector is bent.
