Is the desktop configuration successful?

Good time of the day. Help advice.
The task is to purchase a desktop, build from scratch.
The main scenario of its use is web development: first of all, layout and a little bit of coding.
That is, it is supposed to run simultaneously, at least:
- WebStorm
- Photoshop
- a couple of browsers and ~ 50 open tabs in each
- Skype
Regarding the OS - most likely Windows and Ubuntu in a dual boot, although the option of a virtual machine is not excluded (if you increase the budget for memory) .
Toys - I don’t remember when I played the last time ... (and I’m unlikely to because of lack of time)
Budget - around 25 thousand.
I don’t understand hardware very well, but after scouring the Internet, I picked up something like this configuration:
Core i5 4570 / chipset B85 or H87 / 8 GB / SSD 128 and HHD 2 TB /
Now the actual questions:
1. How successful is such a config for my tasks?
2. Does it make sense to overpay for i5, or can I limit myself to i3 (or even look towards AMD?)
3. A seditious thought arose - what if we take a Mac Mini in the base, and then equip it with up to 16 gigs of memory and a second SSD? How much will it be inferior to the voiced config in terms of performance and practicality?

Little RAM, immediately 16GB advice. Mac is a different environment and philosophy, there are no problems with software. You will fix bugs in Safari at the same time, otherwise many coders are sawing crutches for IE 8, forgetting about the popularity and outdated beauties of the ancestor of Chrome.

H87 I don’t know why it might be needed (only that there are more sata and usb). Take a look .
The memory is definitely 16GB. SSD, honestly - optional. For layout, this is not so critical. IMHO, without any doubt, you can take i3, and not overpay. Mac Mini - again, an overpayment. Think better of the periphery - the mouse, and most importantly the keyboard.

if you are going to take virtual computers, then you need to look at the visualization support in the
VT-x Vt-d processor
