1.Chrome and Firefox do not save pictures, because. when you click save, the browser window flickers and nothing happens, this problem is not observed in Internet Exlporer. Files from some file sharing services are not saved and are not loaded either (rghost). At the same time, mail (Yandex, Google) and torrents will be saved normally.
2.Skype does not save transferred files - the situation is similar to browsers, one flicker and nothing else, but sending works fine.
3.TOR browser also does not save files.

Security Essentials lives on the computer, the computer was checked by Dr.Web CureIt and Kaspersky Virus Removal Tool, all caches and other things were ruthlessly cleared by CCleaner.

It is strange that after such actions you are still looking for the reasons for your OS not working.
Your call to explorera seems to be broken. But judging by the comments, these are just flowers.
Reinstall your OS and with such experiments, always be prepared for similar glitches.
